Tool call

The agent saying "run this, with these inputs". On its own it is only text. Something else has to decide whether to actually do it, and that gap is where safety lives.

How you’ll hear it

“Did it actually send the email?”

“It asked to. Our system decides whether that call runs.”

Avoid

Treating a tool call as the action itself.

The longer version

A tool call is the agent asking to use a tool with specific inputs. It is only text until the surrounding system carries it out. That gap is where permissions, approvals and logging belong.
